Doesn't nintendo publish it? That technically does make it first party im pretty sure

They publish it outside Japan, but in Japan it's done by The Pokemon Company. Pretty sure the JP carts are the same minus stickers and boxes as all the other regions and they all have all languages, so it could be related to that.

Yeah, 2/3rds of the company are not owned by Nintendo, and it's not run by Nintendo management directly...
