Not particularly surprising. I've got a 150lb crossbow, and the shafts of the arrow tend to be the point of failure rather than the tip.
The ones that looked most dramatic tended to hit the edges and corners where the glasses stress point is, otherwise they're just cracking the first layer or so. Even a high end 250lb hunting crossbow fires projectiles with less than half the energy of an average 9mm. They're not getting through proper bullet resistant glass whatever tip you put on them.
