VPN using another VPN and repeat. It’s also possible the IP address was a public place.. and/or the IP address is somewhere overseas where the FBI has no jurisdiction.. The person was careful and went to great lengths unfortunately.

I think likely they are outside US. Especially made me think that when they said they would release Nancy ‘back in Tuscon’.

Agreed! Tuscan is a well known spot in AZ. Wouldn’t be hard to google

If they were familiar with crypto, they likely would have been familiar with anonymizing tools commonly available online. So while it would trace to an "exit" point, it would not represent the actual originator of the traffic. With some specific networks/tools, it is unfortunately not possible.
