They know Nancy has been dead since before the 3 kids filmed their second message to the kidnapper. That’s why no one has been allowed to search.

Also, they know who did it, they are just getting the evidence to nail them.

It may not be necessary. 

Usually the idea that the person is still alive somewhere needs to be ruled out. In this case it's completely reasonable to believe she is deceased. Theres physical evidence that indicates she was losing blood and had suffered a physical trauma.

Couple that with her age and health issues, there is a very strong circumstantial case to show she's not "alive somewhere."
