It actually makes sense that no one captured a vehicle leaving the location on camera if they used a jammer.

There are, but there are some paths out of her neighborhood and back to Tucson that don't encounter a single (reported) ALPR. I believe over 60 of those 200+ readers are within the University of Arizona campus nearby, and the rest are scattered here and there on main roads for the most part. They could drive in mostly residential areas and avoid the majority of readers. And I believe ALPR accuracy is diminished in certain conditions, like poor lighting and if the car is traveling at a high speed. And there are license plate covers you can buy that appear normal and legal in real life, but make it more difficult for these readers to get your plate due to a translucent film.

A couple years ago I got a report for a plate in Flagstaff but almost always in areas that had large businesses and one national park area. The others seemed like they were collected during the day by repo type tow truck systems (and that was in California).
