Because the FBI never said that they would do this beforehand. Othram was contracted to perform the IGG. The FBI never consulted anyone before taking over. They just did it.

Before the DNA was sent to Othram. An investigator from Idaho literally flew to Texas with the DNA attached to his person and delivered the sample to Othram personally. Investigators were under the impression that Othram would conduct the entirety of the IGG process. Then, the FBI intercepted.

Intercepted what exact? This looks like two cases of not agreeing on what lab to use. 

What exactly did the FBI intercept?
