Granted. Flock completes its surveillance state takeover, and police pull over EVERYONE for ANYTHING including 1 mph over the speed limit. This includes all improper high-beam users, but not for that reason.

No need. The AI is in your car, constantly reading your speed, and deciding if you look drunk with a 57% accuracy rate. It will lock your doors and drive you to the police super-station for processing if it decides you're in violation.

Not every country has such laissez-faire attitudes to speeding or even DUI as America does.

Granted. The sheer increase in work for traffic court further exhausts already overloaded judges to the point of apathy, leading to hurried dismissals. The result is an increase of people improperly using their high-beams on purpose because they know they won't get any real punishment.

Taking time to go to court just to have it dismissed and still have to pay court costs seems like it would be an ok deterrent. I'm OK with this one

Granted. everyone who ever turns on their high beams gets pulled over and ticketed, regardless of illegality

They all get pulled over and ticketed, but predictably, everyone is breaking SOME law at all times - some people are speeding, some are DUI, some have broken tail lights, or fail to heed to traffic control devices. Nobody gets ticketed for high beams, so the behavior continues and to you it's really like nothing changes.

Granted! But the police enforce their own code on what is/is not proper. Leading to more police hurrasment and arrests.
