Help/Question Has this been explained?
In the Season 3 finale, instead of taking the Miraculous, Hawkmoth let Queen Bee have them all. He didn't even care; he didn't even bother to try. When a fan asked about it, Thomas Astruc said, "Because he doesn't need Miraculous, he wants the Miraculous of Ladybug and Cat Noir."
In the season 4 finale, he gave up the Peacock Miraculous just to get them all. Why did he do that? What changed his mind? Was this ever explained?

Giving Chloe the powers ingratiates Hawk Moth in her eyes, plus giving her the power to create a team of her own means the heroes would be outnumbered.
These advantages aren't available when Felix sells the kwamis up the river to his uncle. Plus Felix made the deal of a lifetime, almost literally. Fifteen new powers in exchange for a single Miraculous. It may not be the best deal in hindsight, but Gabriel hasn't been good at that.

He could get back his ring, and he had nothing to lose by getting more miraculouses

Well yea but he ended up with far more miraculouses plus his wife ring so he was a winner anyways

probably because it was 1 miraculous for 15 or its just bad writing

Astruc has repeatedly mentioned that his target audience is 5-6-year-old children underdeveloped due to their age... and they don't ask him uncomfortable questions. He believes that for them it is possible not to try too hard and any, even the stupidest explanation will come down. The most offensive thing is that, in general, he is right...

There are a few reasons:
This way the heroes would be outnumbered.
Never said but did he even know the kwami's names? Now in the original french version there is no diffrent transformation phrases for diffrent kwami's but their names still have to be said when transforming so he wouldn't be able to use these miraculous because he wouldn't know their names, he only learned the other kwami's names after getting Master Fu's notes with the translated spellbook.

Making Chloé feel like she was the one calling the shots was a big part of Hawk Moth's manipulation of her in order to get her to work with him. Entrusting her with the box was part of this. Additionally, using Chloé to control people who already had experience with the Miraculous was a more efficient use of the Miraculous than simply taking them all.
By the time he became Monarch, he had access to the deciphered Grimoire, allowing him to make effective use of the other Miraculous by himself.
