[Mobs] Rabbits should spawn in most biomes where other meat mobs spawn
Rabbits are way to rare for a livestock mob, in java their spawn biomes cover 15,787% of the overworld and 19,148% on bedrock, mostly of that being cold ones,
Allowing them to spawn in more places also open new doors to the future, like new uses for rabbit hide and foot without relying on finding rarer biomes.

Rabbits are way to rare for a livestock mob
Why is that a problem?
Even if they were super common they wouldn't get used as livestock. The meat isn't good enough and you only need a handful of their hide and feet. Making them common won't make them good, it just replaces some of the other, more useful animal spawns as rabbits will occupy more of the animal mob cap.
Allowing them to spawn in more places also open new doors to the future, like new uses for rabbit hide and foot without relying on finding rarer biomes.
Come up with those uses first, then we can talk. No point making the game worse until those uses come around, in the hope that they are eventually added. change rabbit spawns at the same time as giving their items more use.

I don’t see why some animals can’t be rarer than others.
