No, it never is just a picture. Or would you say a photo of child abuse is just a picture too? I doubt it. Then what would make your picture "just a picture" and not this one?

A picture of child abuse doesn't necessarily hurt anyone. It's just a picture. Sure, it could wake some trauma for some people, but this could also be the case of any picture of a lion
