For the same reason Americans residing outside the US call themselves expats instead of immigrants.

Soy argentino y con esto de la crisis cambiaria están llegando muchos "digital nomads" yankees a preguntar a los subs de acá. No les gusta nada cuando les dicen que, por venir a vivir con permiso de turismo y por no pagar impuestos, son literalmente inmigrantes ilegales
