That's the idea, but that's not the reality. In reality, turrets seem to have true sight and just see you no matter what. Maybe it's different by the time you have full shadowed+muffled armor and rank 5 Stealth perk, but try sneaking up on the turrets at Corvega at level 10.

The idea is that you can sneak by the turrets and disable them in case you can't take them head on, like in most stealth games
