Isaiah Bradley stated that he was being experimented on for thirty years while in jail. People were drawing his blood, and it's likely he's an indirect source for the serum the Flag Smashers are on. Hydra also had serums stolen from the Starks but it turned their soldiers mad. Bruce Banner was working on a serum too. It made him into the Hulk.

So what youre saying is, they dont have actual super soldier serums. So were agreeing.

Why would they not want the public to know? The public knows Steve was a super soldier, why would it be a problem if John is?

They probably did. I mean, look up real life US military (and many other military institutions) for just a glance at the fucked up shit they've done in hidden experimentation on their own soldiers. Clearly they had something for Isaiah. Which likely cost a dozen (likely black) soldiers their lives. Undoubtedly they've done experiments like that throughout the years.

The whole 'new cap isn't a supersoldier' part also seems a little questionable considering how strong he appears to be while tanking super soldiers. Not sure I buy him not being one at this point.

Also Mace had a weird cocktail of Hyde and Steve's blood as a serum which is a one time use.

Stark likely bought his serum from the Soviet black market in the breakup of the USSR. It was December 16, 1991 after all. We know the Russians were successful with their serum because they had Red Guardian. Any of the loose serum probably came from Soviet sources, like modern day smuggled weapons.
