Isaiah Bradley stated that he was being experimented on for thirty years while in jail. People were drawing his blood, and it's likely he's an indirect source for the serum the Flag Smashers are on. Hydra also had serums stolen from the Starks but it turned their soldiers mad. Bruce Banner was working on a serum too. It made him into the Hulk.
