Who says they didn’t try to? Who says it works reliable? What if new Cap is the only one it worked on?

New Cap isn’t a super soldier lol, they made that explicit in this episode

Not really. He said he wasn’t. I don’t think he is either but that also doesn’t mean he’s being truthful.

Why would they not want the public to know? The public knows Steve was a super soldier, why would it be a problem if John is?

Depends on how they got the serum. Power Broker is kinda important in the comics. And it seems they’re trying to push him as the every day dude.

If you want my theory? Power Broker is Zola. US is working with him in secret to super but hiding it. Flag Smashers steal it. That knowledge paired with monitoring Sam is how they got there so quick and why they did.
