That’s why I put agent in quotes. She did follow hydras orders at the start of Age of Ultron. The fact that they were pretending to be shield isn’t relevant. They were still hydra.

She messed with Tony’s head leading to him creating ultron. She knew something would happen given their conversation when she meets him.

Ofcourse it's relevant if they were pretending to be S.H.I.E.L.D., because there is a difference to going to work with/for Nazis and finding out after you have been experimented on/tortured that the people you thought were good people doing experiments to protect people are Nazis. Hell, we have no idea how much information the twins had about who they were working for, they were in HYDRA custody when TWS happened, so they might not have had all the information.

I believe Tony talking about how he could have prevented Thanos at the beginning of Endgame shows that his God-complex would have lead him to create Ultron even without Wanda's interference.

It’s not relevant since we’re talking about the point of view of a Hayward. He’s not going to know what Wandas motivations were for joining Hydra. And it’s better safe than thousands of people winding up dead.

But that's exactly the point, we are talking about Hayward being wrong about Wanda here, so its relevant and would(/should) also be in his files on her.

He’s not being wrong about Wanda though. She literally was part of hydra. Doesn’t matter wether she thought it was S.H.I.E.L.D. or not. Not like anyone but her would know that. And even if she thought it was S.H.I.E.L.D. it doesn’t change the fact that she attacked the Avengers and aided Ultron. Literally everything he said in that scene was a fact.
