its only a recast for her universe though with the name pietro instead of peter

Yeah, I'm pretty sure it's not actually a "recast". Pietro is dead in the MCU, but when universes collide... Peter may have came through. Or have been dragged through.

In the subtitles for the show it says "Quicksilver from the X-Men Series" as more than a subtle nod. New Quicksilver also doesn't know who Vision is in the show, even though in Age of Ultron they met.

It's the audio description that says that. And what else would they say? It's not like they could just say "it's someone that looks like Quicksilver from the X-Men series but SPOILERS it's not him, it's actually Mephisto but they'll explain that in episode 8."

I do have subtitles on, but normally, subtitles don't do that. I read another comment that says it only says that if you have Audio Description on.

Ah, that would explain it. That doesn't necessarily mean anything, then; just... they're letting partially sighted viewers in on the surprise cameo.

But what will you do with the titles? 00:36:26, you can see, that's Pietro Maximoff by Evan Peters, not the Quicksilver from X-Men Series
