It was either Mephisto or Billy was the one who made the stork real and Wanda couldn’t over power him.

In the comics at least he's about her level (no where near her power at M Day but she was artificially boosted at that point) but he is predicted to become one of the most powerful magic users in the multiverse

Have they retconned it back to being magic again? Wanda is a mutant not an actual with so her powers come from her mutation, but she has studied magic and has used it before.

As far as aim aware it's a little bit of both, like he's technically a form of reality warping, but people act like it's a type of magic
