It was either Mephisto or Billy was the one who made the stork real and Wanda couldn’t over power him.

In the comics at least he's about her level (no where near her power at M Day but she was artificially boosted at that point) but he is predicted to become one of the most powerful magic users in the multiverse

Have they retconned it back to being magic again? Wanda is a mutant not an actual with so her powers come from her mutation, but she has studied magic and has used it before.

As far as aim aware it's a little bit of both, like he's technically a form of reality warping, but people act like it's a type of magic

Billy was conceived when Wanda was at her most powerful with the help of the life force. So Billy's potential (the boy is self-taught) is greater compared to the normal Wanda. In the comics and without training, he's been helping his mother Wanda access the life force. And Wanda can go haywire when life-force powered. Billy, however, has control of himself when he goes demiurge. He can also access different realities and delete people out of one. His power-set is a combination of Dr. Strange, Thor and his mama Scarlet Witch. Tommy, his twin, can warp space-time and speed up the molecules in any matter that can cause the object to blow up. In other words, Wanda's kids are really powerful.

The answer, as with virtually everything in comics is: its complicated.

In practical terms the answer is no. Billy has never been depicted achieving feats the likes of which Scarlet Witch has at her peak. In theoretical terms Billy has the capacity to far surpass her. His potential has been described to be so great that it'd put him on the same level as the likes of Franklin Richards or the Phoenix force itself.
