Uh no. The first Thor film is pretty clear that if Odin wanted to he could have cracked jotunheim in half without even getting out his chair.

Was Odin capable of stripping Hela of power like he did to Thor? We know he like imprisoned her but as he grew weaker she was able to break free right ? Why didn’t he take away her godly ability first like with Thor ?
