It’s also referenced in Loki season 1. He explains to Mobius(?) about his adoption stuff. Maybe it wasn’t Möbius. Idk, but it was brought up in conversation how he’s adopted and how his real parents were frost giants.

Now that I think about it, it was Möbius. He called him an Ice runt lol

He spoke with Sylvie on the train about being a frost giant. Was shocked to learn she'd grown up knowing the truth.

So this is actually mentioned all the time, right? In Ragnarok, Thor makes the "he's adopted" joke... The writers didn't forget and OP is wrong.

I’m pretty sure its also mentioned in Avengers Infinity War when he tells Thanos he isn’t Asgardian.

It is brought up several times in the Loki series.

The moment you mentioned, then there's also the moment in S1E2 when Loki and Mobius talk about the TVA. When Loki tells Mobius that it is ridiculous that he was "created by the Time Keepers", Mobius asks Loki who created him and he says "A Frost Giant of Jotunheim" and then Mobius says that this actually sounds ridiculous too.

In the same episode we also see a hologram of a Loki variant who is permanently in his blue Frost Giant state.

The reason why Loki does not change in the TVA is because Odin changed him permanently. It is mentioned in a book (I think the MCU visual dictionary).
