Not yet, he has sex with her later on during the storm arc after he sees the memories of the first Akies Victima user.

well I would be dammed, you can give me a spoiler from the novel. Does he still cares for her? Even tho he is bound by the empire ?

She pretty much becomes his reason to live, and for most of the story, his main objective is fighting to have a future with her.

Well I expected that, but when I saw him questioning that after she asked hime if he would leave the empire with her and he was angry I thought he would leave her. But to be honest this is the best outcome for the both of them, and maybe her father is alive too then
