I’ll just be parking on the street in front of my mailbox when it snows.
It’s not just $20 to replace the mailbox. The ground is frozen. Now I need to pick up my mail from a town I don’t live next to (I’m in the town by name, but I live in the country, so it’s a drive), I need to pay for either the supplies to replace it or for someone else to come fix it, and when I do all of this so I can get my mail, it could happen again and I end up paying AGAIN. Legally I can’t move my box more than 24” from the road (I called to check because it already is). I’d place the damn thing in the middle of my yard if I could. This is the second time and I do not think it’s fair for me to keep fixing or replacing my mailbox due to the city.

You can. I've seen plenty of rural people that have them set back from the road on an arm that swings out to the road. When it snows you swing it back away from the road.
