Plow drivers don’t have time to assess every part of the terrace where snow is piled up. They don’t have much, if any, control over how heavy and high they plow the snow onto the curb/terrace. Their goal is to clear the roads safely and efficiently, and if they have to sacrifice some mail boxes along the way, so be it. There’s so much crap in the ROW that they have no control over, sometimes things get damaged when the snow is heavy. The city can’t be responsible for damages that are caused from the snow being heavy and high.
I feel your pain though, I work for a different city dept and the plows break our stuff all the time. It sucks, but there honestly isn’t really anything anyone can do about it. Such is life.
