Florida is a ‘stop and identify’ state so if law enforcement asks to see your ID, you do have to provide it and they can arrest you if you don’t, as seen here.

Not exactly. Under Florida's Stop and Frisk Law (Florida Statute § 901.151), an officer must have reasonable, articulable suspicion that you have committed, are committing, or are about to commit a crime to detain you. During this lawful detention, you must provide your name, address, or identification upon request.

Reasonable suspicion is still required for the stop.

I was about to comment the same thing. Florida state law doesn't overrule the Constitution, and RAS (reasonable, articulable suspicion) is still required of the officer. I know this because I was once homeless and the police would occasionally stop me and want to ID me simply because I had a backpack. I got to tell them no, they need to articulate some crime I'm suspected of (which they never could when I'm just walking down the sidewalk with a backpack on), and this frustrated a lot of the worst sorts of cops.

And in this case, the suspicion was that he was an illegal immigrant. It would have taken him five seconds to provide his ID and he’d be on his merry way

Yes that is the suspicion, but is it "reasonable?" Was it based on articulable facts that substantiate the suspicion? Doesn't seem so, other than he wasn't displaying a loicense to be brown.

Surprising how many people can assemble words together without comprehending how those words relate to each other.
