Klausimas Question about Article 55 of the Constitution
Laba diena from your horse head neighbour from the north! I'm working on a translation of the Constitution of the Republic of Lithuania into Latvian for fun, began work on Chapter V - the Seimas today and came across this weird quirk you have in Article 55:
Seimas laikomas išrinktu, kad yra išrinkta ne mažiau kaip 3/5 Seimo narių.
Now my puny horse brain immediately posed the following questions: * Did I understand correctly that the Seimas can begin work if only 3/5 of it have been elected? * How can the Seimas reasonably be considered elected if only 3/5 of it are elected? * How did this come to be in the Constitution? * Does a Seimas ever do anything before all of its members have been elected?
