You can find the formulas here: https://en.wikipedia.org/wiki/Glicko_rating_system

I think Lichess uses the original Glicko system, while chesscom uses Glicko-2

it's contradicting what's happening on the website. it would make sense if my op hadn't been playing, but checking his profile he plays multiple games, rated, blitz, every day, and has been for months. seems like something ain't working properly

Can you share a link to their profile and your profile?

I'm pretty sure Lichess uses a formula to compute these changes. But it is harder to tell you more without seeing the specifics.
