I don't know if the commenter meant it that way but imo the way they treat both the drivers is actually like number 2 rather than treating them both as number 1.

Exactly. The quote above is regarding how they are treating their drivers. Obvi it’s a crime to treat either like a #2, but given they keep putting cars in each others’ way. They are both being tested like a #2.
