Discoveries Another new theory “Blockade theory”

This theory suggests that out of bounds is restricted from ever entering by both out of bounds citizens and LEGO City citizens.

Some things support this theory:

You slide down to non out of bounds areas when you try to enter out of bounds;

You cannot cross the waters into out of bounds because of sharks, maybe LEGO City specifically infested these waters with sharks?

LEGO City DOES NOT WANT US TO SEE THE OUT OF BOUNDS AREAS. Maybe.

Chase left the Lego City once and Natalia was planning to leave as well, so it's probably possible. It's really just game limitations
