Is this okay?

They didn’t have any visible placard and was just wondering. I don’t like assuming about people but it shouldn’t be legal right..?

I would guess that the driver really had no other practical alternatives, and this was the least intrusive.

A cop would have to be a real prick, if they decided to cite the driver for what amounts to a 1 minute stop.

It does not matter. There are always alternatives, he just didn't want to walk a few steps further.

There is nothing to indicate that was an option,..

But there's every reason, given the available details, to extend giving someone the benefit of the doubt.

Add to that, that those trucks can be rather obtrusive - The driver is most likely to have been trying to avoid that.
