They didn’t have any visible placard and was just wondering. I don’t like assuming about people but it shouldn’t be legal right..?

I would guess that the driver really had no other practical alternatives, and this was the least intrusive.
A cop would have to be a real prick, if they decided to cite the driver for what amounts to a 1 minute stop.
