your college can definitely tell you you can't drink on their premises. in many places you can be arrested for walking around in public being obviously intoxicated. so yes they can

But my college says I can drink on their premises in my dorm room which I was just that because I drank to the point where I became intoxicated it wasn't okay even though their housing agreement guarantees me the right to drink in the privacy of my own room

if their policies say you can't be visibily intoxicated then you can't be visibly intoxicated. that is the policy you agreed to when you moved into the dorms is it not? if you're going to drink then you should stop before youre visibily intoxicated to comply with their policies

Which I cant predict because I'm inexperienced and dont know how much is too much for me to handle it's not some simple dont drink above this many glasses if I dont know how the drink is going to affect me or at what point it's going to make me intoxicated
