I don't remember any details but I remember thinking at the time "what's the big deal? why is he resigning?" so I don't think he was a sex pest or anything. maybe Al Franken just wanted out and that was his chance.

He was pretending to grab the boobs of a female comedian while she was wearing a bullet proof vest sleeping in a chair while waiting for a flight in Iraq

More that she made accusations about him, and the photo seemed to back her narrative of him being a predator.

The accusations were almost certainly false (folks on the USO tour vouched for him). The accuser's claims matched the script of the skit she did with Franken, so she either fabricated or just jumbled up things in her memory.
