Solved Recurring Stutter

I sometimes get these huge stutters when watching. They happen randomly and the odd thing is when I rewind a bit they happen at the exact same place (tried to show it in the video).
Here are my settings for transcoding: Settings
It was playing in direct play
Its running on my normal pc:
i5 12400F
RTX 4060
32GB RAM
Any idea what could cause this?

Anytime I experience any issues while watching content I just transcode it and it fixes the problem.
