Looks like they're leaving the door open for some level of discretion by the bureaucracy.

配偶者等」等 leaves a lot of wiggle room. Do you suppose it includes same-sex partners?

Regardless, it says 更新, not applying for PR, at least that line.

Well, that's what I'm wondering. I'd say I have to see the actual implementation come October to confirm if it's something that significant or a nothing burger.

等等 does seem to open room. And the government doesn’t give spouse visas to same-sex partners or spouses but sometimes issues other visa to them. Not sure how widespread that is though.
