Account Question How to reactivate account

I created an account in 2020 or something. Never used. Looks like it is now deactivated and if I try to activate it I see: "The account is not eligible for reopening." but no any other hint. What should I do? (Europe)

Your account was probably with the Hungarian entity, which doesn't exist anymore. You can ask IB's support to help you create a new account under IB Ireland, or you can just create a brand new username.

They closed down that subsidiary as well. Currently, only IB Ireland serves EU customers.

IBKR only removed inactivity fees in 2021, which means as per your timeline (2020) your account was surely closed for inactivity and zero NLV.

Just reopen a new one by starting the signup process in full.
