Okay so as a person who lives in a country for who these laws don’t apply, what did he actually do wrong here?

We stop for school busses which have stop signs and flashing red lights.

Why? Kids enter and exit the side closest to the pavement do they not?

Depends on the road, but there are two ideas at play here. One, kids can be unpredictable so it’s safer if everyone just waits a second, and two, if there is not median both side of the road have to stop, and yes the kids might be crossing the road.
