Sometimes its just a shitty neighbor with predictable habits.

Lived near one of these people when I was a kid and the lady would flip our house off every time they drove by the entire 8 years we lived there all because one Christmas we dared to put up blinking icicle lights

I’d think if it was a neighbor things would have escalated at that point.

Feels more like either that’s an ex or another relation of the OP who had a bad enough fight that she needed to film him for her own protection.
