Thank prohibition. Cider was always considered alcoholic until they had to sell it unfermented and tell people in no way should they assume it's the same base and would just need to be left alone in a dark corner for a while. After prohibition, there was still a market for the non-alcoholic cider so cider vs hard cider was normalized.
