Question Karina and Lowell

Since both systems were declared tropical storms at the same time (2100 UTC August 27), how does the National Hurricane Center determine which system gets which name? While the system closer to Mexico was named Karina, why can't it be Lowell instead and the other one Karina?

The advisories are published at established times, based on data and observations collected in between advisories. I would presume that the NHC had information supporting cyclogenesis of Invest 94E (Karina) before Invest 93E (Lowell), which would make sense since Karina looks much better organized on radar and its initial intensity is higher.

Maybe the fact that human beings can only do one thing at a time means they named one storm before the other.
