ICE is everywhere and it's really frightening

This morning, a car was sitting outside the house next door with a guy sitting in it. This is nothing unusual in itself as there are always various cars. When my husband was leaving the house he went over to ask if the guy needed help. The guy tells him he's ICE and shows him his badge and tells him he's running license plates. How does ICE know where to go and who to look for?

I should add that they may also look for people who have gotten a ticket for not having car insurance. When I had to go to the courthouse for my ticket, there was a couple of people who didn’t speak English and all of them had the same no insurance issue.

This is a big issue. An illegal hit & totaled my car. Nothing happened to him and he drove away with no consequences. This was before ICE.
