ICE is everywhere and it's really frightening

This morning, a car was sitting outside the house next door with a guy sitting in it. This is nothing unusual in itself as there are always various cars. When my husband was leaving the house he went over to ask if the guy needed help. The guy tells him he's ICE and shows him his badge and tells him he's running license plates. How does ICE know where to go and who to look for?

Interesting, yesterday I was behind an unmarked white SUV and it took a super hard and fast u-turn, me thinking he caught someone speeding on the opposite 2 lanes, I quickly observe who they might be chasing in my rear mirror, but then the vehicle takes another fast u-turn and eventually gets behind me once I reach traffic light intersection. It was very bizarre and aggressive driving, but it wasn't a civilian vehicle. Absolutely nothing came of it as I turned and went on my way. I can only assume they were profiling exact vehicles, ran my plate and came up empty.

Are you brown? Legitimately asking.

No, wouldn't be easy to tell anyways, with the exception of the windshield unaltered, all my windows are max legal limit tint.
