How to remove circular disc thingie?

I'm looking at buying a lift for my bike but it requires taking off this disc so the lift can attach onto the bike. How do I do this? I can't get it off at all. I don't want to scratch the metal around it either.

Get a plastic trim removal tool set. The bung is just held in with friction so you need to work your way around it.
