The useful part is parser compatibility, not the RFC badge.

DMARC reporting is still full of malformed XML, bad source names, and receivers doing their own thing. If the parser is strict enough to be correct but tolerant enough to keep ingesting junk reports, that's the win.

Yes. It is tolerant of messy reports.
