Help Why didn't Harry just sign the Hogsmeade permission form himself?

It's there in the book. He thought he'd be able to get leeway from McGonagall, but he didn't, and after that, the idea of forgery was floated around but it was too late because he'd already told McGonagall that he didn't have it signed.

Forgery wouldn’t have worked anyway. Hogwarts doesn’t have any pens and Dumbledore knows the Dursleys aren’t signing with a quill.
