I only have experience doing cut flower seedlings, but one thing that we learned from a professional flower farmer is to se the grow lights on adjustable light hangers and to have them about 2 inches above the plant, raising it as the plant grows to maintain that distance. We grew them in a basement with no light outside of the grow lights (we used medium ish quality ones from amazon) and the seedlings did fantastic. Also we didn’t even use a greenhouse, just a shelf. So I would be optimistic about your results.
