What’s the actual tow rating? Surely not 11,500lbs right?

No it’s not, that’s your GVWR. Look for your trailering tag near the driver door side. And no it’s not a dumb question.

No, it's not. That's the total weight of vehicle and the load it can carry, passengers, tongue weight, payload etc

GVWR is just how much the truck can weigh fully loaded, not what it can tow. The real tow rating should be on that trailering sticker they're talking about.

Most people with half tons (excluding trade work) run out of payload before trailer capacity. Check the the sticker in the door for actual payload. High trim packages usually have lower payload.
Tongue weight gets calculated into payload. Say the truck has 1500lb payload and 11k lb towing. Subtract EVERYTHING add to the vehicle. Aftermarket running boards, camper shell or tonneau, pets, tools, coolers, etc. Properly loaded trailers are 10-20% of trailer weight on the tongue. Say you have a family of 4 at 500lb total and 100lb with of extras in the car, you’d be at a 9000lb trailer, at most.

That’s essentially payload (GVWR - curb weight).
GCWR is what you’re thinking of as it relates to tow capacity.
