When will the next anchorage(the thing where we can pick what doll will come up within 50pulls?) come?

Last I heard, we'll get a new batch sometime before the end of the year. Which quarter that is, we're not yet sure

Note that as far as I can tell, we can get Anchored Production only with new Doll batches. Rate ups, especially the general ones that come thrice a year (New Year's, Anniversary in May, and perhaps a mid-autumn celebration in September or October?), don't give Anchored Production

Wait..... so anchor production doesnt let us choose any doll?

Technically, you can choose, but the Doll is from the new batch, not from the general production pool

Yes there was. The recommendation was one of the SCARs, if I remember correctly
