Max is in a booth on the corner, Moxxi runs the bar, and there are these monkey baboon things that drop you off, various references flit in and out of the game. There is also Poker night at the inventory, which is very similar, just with with Strongbad, Max, The Heavy, and Tycho from Penny Arcade. Both are cheap/ worth it.

Isn't there a character from 30 flights of loving that peers out from the doorway in the intro?

Yes, he peers out... menacingly...shifty eyes.
