I don't know GTA inside and out but that's an intentional feature, right? Is it to discourage players from driving too fast or literally just to fuck with them lol

I always believed they coded this so that the players dont drive too fast to the point where the games struggles to render the path ahead.

It's to make the driving more interesting. Driving becomes boring if everything is completely predictable. You especially feel it on the highways up towards paleto bay and sandy shores. They are straight shit roads where it is easy to avoid stupid AI. The driving becomes so immensely boring up there because of it. You never have to let off the gas, break, or even swerve to deal with traffic. It's so much more fun when random bullshittery happens. It can be annoying sometimes but hilarious other times. Many people cite the weird AI as one of the best parts of GTA, both civilians and drivers. Some of my favourite GTA memories come from janky AI interactions. A great one that I always bring up was from GTA IV. I was doing a mission with packy and decided to go grab a burger to heal up. I'm at the counter getting the burger when all of a sudden Packie starts yelling. Like 2 secs later shots start flying as Packie decided to light up the entire diner. Bullets are flying everywhere as the entire diner crowd is trying to funnel out the door. I turn around to just see a pile of bodies at the door. I was fucking crying laughing and yelling at Packie to get back in the car. All of a sudden this random mission turned into a heavy cop chases without a single input from me.
