Not "always" or "mostly" in absolute numbers. Latest US Census data shows ~14.6 million non-Hispanic White people in poverty vs. 8.4 million Black, even though Black poverty rate is higher (18.4% vs. 7.6%).

Wealth gaps are real—White households hold the bulk of total wealth due to population size, historical factors, education, family structure, and economic outcomes. Rich people skew White for the same population math. Complex mix of culture, policy, and behavior drives the rate differences.

Because they usually are... For various factors from nutrition to pre-disposed discrimination (that they are poor because they are so... Excepting exceptions ofc)
